Record: EE-GOV-2026-001 · Version: 1.0 · Framework adopted: September 12, 2026 · Status: Active — ratified September 12, 2026 (EE-PROC-2026-001) · Access: Public
This Act implements Articles II through V of the Constitution. It defines the offices of the Enclave, the composition and conduct of the Council of Stewards, the mandates of the ministries, and the rules for appointment, vacancy, and the separation of offices, so that authority is exercised transparently and never concentrated without record.
The Principal Steward is the chief steward and executive of the Enclave, responsible for administration, faithful execution of the Enclave’s instruments, and the protection of its mission. During the founding period the Founder serves as Interim Principal Steward. The Principal Steward chairs the Council of Stewards and may convene it, propose measures, and execute its resolutions.
Composition. The Council consists of the Principal Steward and no fewer than two and no more than eight additional Stewards, for a working body of three to nine.
Qualifications. Each Steward must be an Active National in good standing who meets the Leadership Competency & Stewardship Standard for the responsibility held.
Appointment. During the founding period Stewards are appointed by the Founder; as institutional capacity develops, appointment transitions to a documented process of nomination and confirmation defined by amendment to this Act.
Terms. Stewards serve defined, renewable terms recorded in the Officials Register.
Quorum and voting. A majority of seated Stewards constitutes a quorum; ordinary measures pass by majority of those present; amendments to governing instruments follow the constitutional amendment process.
Removal. A Steward may be removed only for cause, with notice, an opportunity to respond, and a recorded decision, as provided by this Act.
Conflicts of interest. A Steward must disclose any personal interest in a matter and abstain from deciding it.
Interim authority. Until the Council is seated, its powers are held by the Founder as Interim Principal Steward under Article XII of the Constitution.
The ministries carry out the Enclave’s mission within their mandates:
Ministry of Education & Erudition — curriculum, the Enclave Academy, scholarship, research, and the Enclave Method.
Ministry of Culture & Moorish Heritage — cultural preservation, heritage study, traditions, and national identity.
Ministry of Archives & National Records — the National Archives, official documents, proclamations, and preservation.
Ministry of Family & Legacy — parenting, youth education, mentorship, and intergenerational knowledge.
Ministry of Arts, Literature & Music — creative work, publishing, and cultural expression.
Ministry of Enterprise & Economic Development — entrepreneurship, ownership, financial education, and economic initiatives.
Ministry of Science, Technology & Artificial Intelligence — technology literacy, automation, AI, and digital infrastructure.
Ministry of Civic & Legal Literacy — the Constitutional Literacy Project and civic education.
Ministry of External Affairs — partnerships, cultural exchange, and communications with organizations outside the Enclave.
Office of Nationality & Registry — membership, the National Registry, certificates, and honors.
The Enclave maintains the offices of Registrar, Chief Archivist, Records Custodian, Treasurer, and Secretary/Clerk of the Council. During the founding period these may be held by the Founder and are separated into distinct hands under Section 6. The Treasurer is responsible for finances and for maintaining the separation of Enclave, Ministry Trust, and personal funds.
Appointments are commissioned by recorded instrument (series EE-OFC) and entered in the Officials Register. A vacant office may be posted as open for application. No office is created merely for appearance; offices are filled as real capacity and need arise.
Consistent with Article XII of the Constitution, permanent separation of the offices consolidated in the Founder shall occur within 180 days of ratification of the founding package, or before the Enclave reaches twenty-five (25) active Nationals, whichever occurs first, unless extended by written Council action. The following are expressly reserved for separation and formal appointment: the Council of Stewards; the Treasurer; the permanent Registrar; the permanent Chief Archivist and Records Custodian; permanent ministry heads; the Secretary/Clerk; and External Affairs officials.
The Council keeps minutes and records its resolutions; appointments, removals, and major decisions are entered in the appropriate register. Officials serve the institution and its mission, not themselves, and are accountable under the Constitution.
Authority may be delegated by recorded instrument but responsibility remains with the delegating office. Once custodial offices are separated, no single office holder shall exercise unilateral, unrecorded control over the Enclave’s essential records, symbols, finances, or assets.
The offices, titles, and ministries described in this Act are internal institutional roles within the Enclave. They are not offices of, and confer no authority under, any external government. This Section is governed by the Public Legal-Position Statement.
This Act is adopted consistent with the Charter and Constitution and takes effect upon execution by the Founder under the Proclamation of Ratification and Institutional Activation (EE-PROC-2026-001).
