Nationality & Citizenship Code

The internal statuses of The Erudition Enclave and the process by which people become, remain, and (where necessary) cease to be members.

Record: EE-NAT-2026-001  ·  Version: 1.0  ·  Framework adopted: September 12, 2026  ·  Status: Active — ratified September 12, 2026 (EE-PROC-2026-001)  ·  Access: Public

Purpose

This Code implements Article VI of the Constitution. It defines the classes of internal membership in The Erudition Enclave, the process of admission, the pathway from National to Citizen, the treatment of youth, and the procedures — with due process — for withdrawal, suspension, and revocation. Internal statuses described here are institutional statuses within the Enclave and are not statuses under, and do not replace, the citizenship or identification of any external government (see the Legal Position).

Section 1 — Classes of membership

National. A person admitted to the Enclave community who has accepted the National Covenant and is entered in the National Registry. Nationals are known as Wholigans.
Citizen. An Active National who has completed civic formation and holds internal participation rights under the Constitution.
Youth National. A minor enrolled in the national community under the sponsorship of a parent or guardian National, with the protections in Section 9.
Honorary National. A person recognized for exceptional contribution consistent with the Enclave’s mission.
Steward. A National entrusted with institutional responsibility under the Constitution.
Founding National. A member entered during the founding generation. The Founder is Founding National EE-NAT-000001.

Section 2 — Eligibility

Membership is open to any person who accepts the National Principles and the National Covenant, seeks to pursue and preserve knowledge, and is willing to accept the responsibilities of a National. Membership is never organized around exclusion. Minors are admitted only as Youth Nationals under Section 9.

Section 3 — Application and admission

Admission proceeds in recorded steps: (1) an application is received and assigned an intake number; (2) the Registrar reviews it for completeness and checks existing records; (3) the applicant completes orientation to the Charter, Constitution, Covenant, symbols, rights, responsibilities, records and privacy rules, and the principle of nonviolence; (4) the applicant signs the National Covenant; (5) the Registrar records a decision — Approved, Deferred, Denied, or Withdrawn; and (6) an approved applicant is entered in the National Registry and receives a permanent sequential National number.

Applications are not yet open. The National Registry and public intake process are being finalized. This Code is published in advance so that future applicants understand the standard before enrollment begins.

Section 4 — The Citizenship track

An Active National in good standing may seek Citizenship by completing civic formation, a period of service or educational activity, and an open-book civic review demonstrating familiarity with the Enclave’s governing instruments. Upon approval the National is certified as a Citizen and receives a linked Citizen number while retaining the permanent National number. Citizenship carries the internal participation rights defined in the Constitution.

Section 5 — National numbers and the Registry

Each National receives a permanent, sequential National number; Citizens receive a linked Citizen number. Numbering, record classes, status fields, privacy, and public verification are governed by the National Registry Code. A National number is retained for life and is not reassigned.

Section 6 — Active status and good standing

An Active National is one who maintains good standing by honoring the Covenant, participating as able, and committing no unresolved serious breach against the Enclave. Active status and good standing are prerequisites for the Citizenship track and for any office or stewardship role.

Section 7 — Rights

Nationals hold the rights enumerated in Article VII of the Constitution, including intellectual inquiry, respectful questioning of leadership, access to public resources and governing documents, due process, privacy of nonpublic registry information, ownership of their own intellectual property, and the right to disagree without automatic exclusion.

Section 8 — Responsibilities

Nationals accept the responsibilities enumerated in Article VIII of the Constitution, including continued learning, intellectual integrity, respect for others, protection of children and the vulnerable, contribution where able, respect for intellectual property, and leaving the institution stronger than they found it.

Section 9 — Youth Nationals

Youth Nationals are minors enrolled under the sponsorship and consent of a parent or guardian National. Youth Nationals are afforded education, protection, dignity, and opportunity as inheritors of the Nation. They do not hold political participation rights until they reach the age of majority established by the Constitution and satisfy the ordinary requirements. Information concerning Youth Nationals is treated as restricted and is not published; it is protected under Section 12 and the Archives & Public Records Act.

Section 10 — Voluntary withdrawal

A National may withdraw from the Enclave at any time by written notice to the Registrar. Withdrawal is recorded, and the historical record of the person’s membership is retained; the National number is not reassigned.

Section 11 — Suspension and revocation

Membership may be suspended or revoked only for cause — such as material fraud in an application, or a serious breach of the Covenant or of fiduciary trust against the Enclave — and only with due process: written notice of the grounds, an opportunity to respond, impartial consideration, a recorded decision, and a right of appeal as provided by this Code. Good-faith disagreement is never itself grounds for suspension or revocation.

Section 12 — Privacy of records

Nonpublic registry information is protected and is disclosed publicly only to the extent a National has authorized. Youth information receives heightened protection. The collection, use, retention, and disclosure of member information are governed by this Code together with the National Registry Code and the Archives & Public Records Act, and are subject to the Enclave’s privacy commitments.

Section 13 — Effect and external legal position

Nationality and Citizenship within the Enclave are internal, institutional statuses. They do not create, replace, alter, or extinguish any person’s citizenship, residency, obligations, or identification under the laws of any external government, and Enclave credentials do not serve as government-issued identification. This Section is governed by the Public Legal-Position Statement.

Adoption

This Code is adopted consistent with the Charter and Constitution and takes effect upon execution by the Founder under the Proclamation of Ratification and Institutional Activation (EE-PROC-2026-001).
