How the Enclave numbers, classifies, protects, and verifies its official records — of Nationals, Citizens, offices, honors, and documents.
Record: EE-REG-2026-001 · Version: 1.0 · Framework adopted: September 12, 2026 · Status: Active — ratified September 12, 2026 (EE-PROC-2026-001) · Access: Public
This Code implements Article X of the Constitution and supports the Nationality & Citizenship Code. It establishes the National Registry as the Enclave’s official system of record, defines how records are numbered and classified, protects the privacy of the people recorded in it, and provides for honest public verification without exposing private information.
The National Registry is the Enclave’s official record of Nationals, Citizens, offices, honors, and institutional documents. It is maintained by the Registrar under the Constitution. During the founding period the Registrar is the Founder, until the office is separated under Article XII of the Constitution.
Records receive permanent, sequential identifiers. National and Citizen numbers, once assigned, are retained for life and are never reassigned. The principal series are:
EE-NAT-###### — National (e.g. EE-NAT-000001, the Founder)
EE-CIT-###### — Citizen (linked to the holder’s National number)
EE-YTH-###### — Youth National
EE-HON-YYYY-### — Honor or distinction
EE-OFC-YYYY-### — Office holder or appointment
EE-DOC / EE-PROC / EE-CHARTER / EE-CONST / EE-[CODE]-YYYY-### — institutional documents, as recorded in the Archives.
The Registry is organized into registers: the National & Citizen Register; the Youth Register (restricted); the Honors Register; the Officials Register; and the Document Register. Each register is maintained under the same numbering, status, and privacy rules set out in this Code.
Each membership record carries a status: Active, Inactive, Withdrawn, Suspended, Revoked, Honorary, or Memorial. Status changes are recorded with their date and authority; suspensions and revocations follow the due-process requirements of the Nationality & Citizenship Code.
Registry information is private by default. Only information a member has expressly authorized may be displayed publicly. A public verification facility may confirm that a given National or Citizen number is valid and in good standing, and may show only the fields the member has authorized — without exposing personal or contact information. Verification confirms authenticity; it does not publish the person.
The Enclave collects only the information reasonably needed to administer membership, uses it only for that purpose, and protects it. Information concerning Youth Nationals receives heightened protection and is never published. Members may request correction of their own records. Retention, disclosure, and youth protections are governed by this Code together with the Nationality & Citizenship Code and the Archives & Public Records Act.
Certificates and credentials issued by the Enclave reference the holder’s Registry number and may carry a verification code or link confirming their authenticity against the Registry. Enclave credentials are internal institutional credentials; they are not, and do not represent themselves as, government-issued identification (see the Legal Position).
The Registrar is custodian of the Registry and is responsible for its accuracy, security, and backup. Once custodial offices are separated under the Constitution, no single office holder shall have unilateral, unrecorded authority to alter or delete records. The Registry is protected under the Succession & Continuity Framework so that it survives any change of leadership intact.
Corrections to records are made by recorded entry rather than silent overwriting; the prior state and the reason for change are preserved. Material changes to this Code follow the Enclave’s constitutional amendment process and are versioned in the Archives.
Registry numbers, certificates, and credentials are internal to the Enclave. They do not create, replace, or alter any status or identification under the laws of any external government. This Section is governed by the Public Legal-Position Statement.
This Code is adopted consistent with the Charter and Constitution and takes effect upon execution by the Founder under the Proclamation of Ratification and Institutional Activation (EE-PROC-2026-001).
