The Great Seal is the mark of official authority, reserved for the Enclave’s most formal instruments — the Founding Charter, the Constitution, Acts and Codes, appointments, certificates, and major proclamations. It bears the national crest, the founding year EST. MMXXIV, and the national slogan.
Where the crest may be used broadly, the Great Seal is used sparingly, as the signature of the institution itself.
The crest gathers the Nation’s emblems — the owl and the bear flanking a crowned red-and-gold shield, resting upon books. It appears on documents, credentials, letterhead, and the flag and seal alike.
